Our Mission
Pulse’s mission is to work with great companies to help them deploy and manage best-in-class telecommunications services, primarily located in small markets. Pulse is comprised of telecommunications industry experts with decades of experience in successfully managing companies. Finally, Pulse uses its own patented fiber-to-the-home technology as well as proprietary tools and processes to provide its customers with a distinct competitive advantage.

Management Bios

Pulse is led by a seasoned management team with a proven track record. The team has executive experience in operations, technology and engineering, business development, finance and strategy. In addition to the team listed below, Pulse has individuals with expertise in sales, marketing, customer care and programming content negotiation. We drive key Performance Indicators deep into the organization and hold everyone accountable to deliver excellent customer service and superior financial results continually. We measure our success against projected customer and financial projections in addition to customer and team member surveys that highlight areas that need improvement.
 


Bill Shreffler, President and Chief Executive Officer

Prior to Pulse Broadband, Mr. Shreffler was Chairman, President and CEO of Broadstripe, a cable and telecommunications company from 2006 until 2008. Prior to joining Broadstripe, he was the co-founder of Home Boulevard, where he served as President. Mr. Shreffler also served as President and COO of Cebridge Connections (since re-named Suddenlink) and previously worked as Senior Vice President, Operations for Charter Communications’ Midwest Division, serving over 1.8 million customers and generating revenue in excess of $1 billion. At Charter, Mr. Shreffler and his team were recognized for their company-leading accomplishments by being featured on the cover of the company’s Annual Report. Prior to Charter, Mr. Shreffler held key operating roles at Continental Cablevision and Century Communications. Mr. Shreffler has over 30 years of experience in the telecommunications, manufacturing, and service industries. He is a former Director of the National Cable Television Association. Mr. Shreffler is a graduate of Duquesne University and Robert Morris University.

Eric Freesmeier, Chief Operating Officer

Prior to Pulse Broadband, Mr. Freesmeier was Executive Vice President for Broadstripe, a cable and telecommunications company. He joined Broadstripe after working for the Company as a consultant, running the company’s Mid-Atlantic Region as General Manager. Prior to Broadstripe, he was President/Founder of Deepwater Enterprises, which funded and advised startup and emerging businesses across multiple industries. Before that, Mr. Freesmeier was Senior VP, Human Resources and Administration, for Charter Communications, Executive VP, Human Resources and Administration for Edison Brothers Stores, Inc. and held various senior management positions at Montgomery Ward. Mr. Freesmeier has over 30 years of experience in the telecommunications, retail and direct response marketing industries. Mr. Freesmeier holds BS degrees in Marketing and Industrial Relations from the University of Iowa and a Masters of Management Degree in finance from the Kellogg Graduate School of Management at Northwestern University.

 

Dave Pangrac, EVP and Chief Strategic Officer

Prior to Pulse Broadband, Mr. Pangrac founded Pangrac & Associates Consultants Inc., a broad spectrum consulting firm for the cable industry, and Pangrac Development Company, which designs and develops innovative fiber architecture and associated engineering and equipment solutions for the cable and telecommunications industry. Earlier in his career, Mr. Pangrac was Vice President of Engineering for American Television and Communications' (now Time Warner Cable's) Kansas City division. There and later at ATC’s corporate office in Denver, Mr. Pangrac created an innovative fiber-optic delivery architecture. This Hybrid Fiber-Coaxial (HFC) system was widely adopted by the cable industry and has been the industry standard for over 20 years. For those efforts, he received the industry's highest award, the Vanguard Award for Technology. Ultimately, Pangrac became Corporate Vice President of Engineering for Time Warner Cable, responsible for TWC's technology research group, operational engineering group and the National Training Center. While there, Time Warner Cable received the prestigious “Emmy” award from the National Academy of Arts and Sciences for the development of AM Fiber Optic Technology. Pangrac and his team were given direct credit for this accomplishment. Pangrac also served as Time Warner Cable's visiting executive with CableLabs, the industry's research and development consortium in Boulder, Colorado, and was named Vice President of Technologies for CableLabs.  Among other awards, Mr. Pangrac has received SCTE's/CT Magazine's "Star of Integrity Award" sponsored by C-COR Corporation, and he is a member of SCTE’s Hall of Fame and the industry Circle of Eagles.

Don Gall, Chief Technology Officer

Prior to Pulse Broadband, Mr. Gall was a principal member of Pangrac Consulting. Prior to Pangrac Consulting, he held senior engineering positions with Time Warner Cable, including Vice President of Engineering for the Kansas City Division and Senior Corporate Engineer for Time Warner. As a Senior Corporate Engineer, he was responsible for the overall engineering and upgrade plans for twelve divisions representing over 4 million homes passed, and for the evaluation and approval of all the fiber optic electronic and passive equipment for the company. Mr. Gall has received numerous awards, including the Polaris award for the development and deployment of Hybrid Fiber-Coaxial (HFC) networks for commercial services applications, and the SCTE’s Personal Achievement Award. In 2006, he was inducted into the Cable Pioneers. He is co-author of three US patents.  Mr. Gall received his Bachelor of Science in Chemistry, at the College of the Ozarks, and holds a Broadband Communications Engineer Certification (BCE) and a General Class FCC License. Mr. Gall is a senior member of the SCTE, and has been a past SCTE, Heart of America Chapter, President and Chairman. He is currently the Vice President of the Gulf Coast Chapter.

Mike Wylie, Chief Financial Officer

Prior to Pulse Broadband, Mr. Wylie was the Executive Vice President and Chief Financial Officer of Broadstripe, a cable and telecommunications company. Before Broadstripe, he held the position of Chief Accounting Officer at Suddenlink Communications. While at Suddenlink, Mr. Wylie facilitated the acquisition and accounting integration of approximately $4 billion in acquisitions, comprising over 30 transactions. Mr. Wylie started his career in the audit division of Arthur Andersen where the majority of his assignments were with telecommunications companies, including Millennium Digital Media, which he ultimately joined as Corporate Controller. Mr. Wylie has a B.S. in Accounting from the University of Missouri – Columbia and a Master of Business Administration from the Olin School of Business at Washington University. He is a licensed CPA and a former member of the Finance and Accounting Committee of the National Cable Television Association.

 

Rudy Tober, Chief Marketing Officer

Prior to Pulse Broadband, Mr. Tober was Chief Operating Officer of Broadstripe. Mr. Tober has over 20 years of cable industry experience marketing and sales as well as system and call center management. He was the Vice President of Marketing for Charter Communications’ Midwest Division, a region comprised of approximately 1.8 million customers across 14 states, and he has held key marketing and system management positions with James cable, Time Warner cable, Comcast, and Continental Cablevision. Mr. Tober is a graduate of Michigan State University where he earned a degree in telecommunications.

 

Frank Scotello, Senior Vice President of Programming and Operations

Mr. Scotello has held several positions over the past 25 years with programmers and cable television operators. Most recently, he was Senior Vice President of Programming and Product Development for Broadstripe. There, he oversaw programming, ad sales, and new product launches. Previous positions included, Vice President of Media Services with Avail-TVN, Vice President, Sales and Marketing with Disney and ESPN Networks. There he managed affiliate carriage agreements with Mediacom, Insight and NCTC. At the time, his region had the highest penetration of Disney Channel, Disney XD, and SoapNet. Mr. Scotello’s region won the “Hot Dawg” award for excellence in creating value through affiliate promotions. Prior to these positions, Mr. Scotello held positions with Fox Television, Adelphia Communications, Continental Cablevision and Warner Amex.

 

Terie Hannay, Pulse Broadband, SVP Planning and Integration

Ms. Hannay has 21 years experience in the Communications Industry. Previously, Ms. Hannay was with Broadstripe, a regional cable operator. At Broadstripe, Hannay was responsible for the launch of telephone services. In conjunction with the launch of this product, Hannay managed the reengineering and alignment of all aspects of the business: sales, installation, dispatching, provisioning, billing, auditing, fraud control and monthly financial reporting. Prior to Broadstripe, Hannay held the position of Executive Vice President, Financial Operations with Cleartel Communications, a Competitive Local Exchange Carrier which supported over 300,000 access lines in 28 states. Prior to that, Hannay spent 5 years with Charter Communications, as Regional, VP, Customer Care for the Michigan Region. For the prior 11 years, Hannay held several positions with American Network Exchange, Inc. a Competitive Local Exchange and Operator Service Provider. As Divisional Vice President, Telecom Services, she was responsible for all aspects of the operation supporting a 1,000,000 customer base. During her tenure she directed the due diligence and successful integration of two corporate acquisitions.

 

Scott Terrill, SVP of Business Development

Prior to Pulse Broadband, Mr. Terrill was corporate Vice President of Marketing at Suddenlink Communications, the eighth largest cable operator in the U.S. with 1.2M subscribers and $1.6B in annual revenue. Scott was a key stakeholder for sales channel development, product development, e-commerce and consumer websites within Suddenlink’s marketing organization.  In addition, he held marketing positions with major cable operators, Charter Communications and Shaw Communications based in Calgary, Canada. He holds a BS in Marketing from Missouri State University.
